How does a dependent care FSA work?

A dependent care FSA is a flexible spending account that allows you to set aside pre-tax dollars for dependent care expenses, such as daycare, that allow you to work or look for work.

You choose an annual election amount, up to $5,000 per family. The money is placed in your account via payroll deduction, in equal installments, and then used to pay for eligible dependent care expenses incurred during the plan year.

Why should I enroll in a dependent care FSA?

Child and dependent care is a large expense for many families. Millions of people rely on child care to be able to work, while others are responsible for older parents or disabled family members.

If you pay for care of dependents in order to work, you’ll want to take advantage of the savings this plan offers. Money contributed to a dependent care account is free from federal and most state taxes and remains tax-free when it is spent on eligible expenses. On average, participants enjoy a 30% tax savings on their annual contribution. This means you could be saving up to $1,500 per year on dependent care expenses!

How do I use my DCA to pay for dependent care expenses?

You can use your Flex Facts Debit Card to pay your provider for eligible dependent care expenses, or pay with your personal funds and submit a claim for reimbursement.

– Your spouse or qualifying adult child or relative who is physically or mentally incapable of self-care

What qualifies?

Dependent care FSA funds can cover costs for:

– Before school or after school care for children 12 and younger

– Custodial care for dependent adults

– Licensed day care centers

– Nanny / Au Pair

– Nursery schools or preschools

– Late pick-up fees

– Summer or holiday day camps

What doesn’t qualify?

Certain expenses are not eligible, for instance:

– Expenses incurred in a prior plan year

– Expenses for non-disabled children 13 and older

– Educational expenses including kindergarten or private school tuition fees

– Food, clothing, sports lessons, field trips, and entertainment

– Overnight camp expenses

– Late payment fees for child care

– You must have funds in your dependent care FSA before you can spend them.

How does a healthcare FSA work?

A healthcare FSA is a flexible spending account that allows you to set aside pre-tax dollars for eligible medical, dental, and vision expenses for you and your dependents, even if they are not covered under your primary health plan.

You choose an annual election amount. At the beginning of the plan year, your account is pre-funded and your full contribution is immediately available for use. Your election amount is then deducted from your paychecks in equal installments throughout the year.

Helpful Hints

– Your full election amount is available on the first day of the plan year, which means you’ll have access to the money you need, when you need it.

You can’t change your election amount during the plan year, unless you experience a change in status or qualifying event.

Save your receipts when you spend your healthcare FSA dollars. You may need itemized invoices to verify the eligibility of expenses or for reimbursement requests.

– If your employment terminates before the end of the plan year, your account will terminate unless you are eligible for, and elect, COBRA coverage.

– Any unused funds that remain in your account at the end of the year will be forfeited. However, you may be able to carry over up to $570 of unused healthcare FSA dollars to the next plan year.

– You cannot contribute to an FSA and HSA within the same plan year.

– As a married couple, one spouse cannot be enrolled in an FSA at the same time the other is contributing to an HSA.

Amherst County Government Enrollment Assistance – Employee Navigator 2022-2023

You will be able to use the Benefits Enterprise site to make your New Hire and/or Open Enrollment elections, view your current elections, make life event changes, update family and/or beneficiary information, access benefit materials (i.e. plan summary documents or forms), etc.

FOLLOW THE STEPS BELOW TO COMPLETE THE ENROLLMENT PROCESS: 

1. Log In

To enroll online, please visit: www.EmployeeNavigator.com and click Login.

– Returning users: Log in with the username and password you selected. Click Reset a forgotten password if needed.

– First time users: Click on your Registration Link in the email sent to you by your admin or Register as a new user. Create an account, and create your own username and password.

2. Welcome

– After you login click Let’s Begin to complete your required tasks.

3. Onboarding (for first time uses, if applicable)

– Complete any assigned onboarding tasks before enrolling in your benefits. Once you’ve completed your tasks click Start Enrollment to begin your enrollments.

Tip: if you hit “Dismiss, complete later” you’ll be taken to your Home Page. You’ll still be able to start enrollments again by clicking “Start Enrollments”

4. Start Enrollments

– After clicking Start Enrollment, you’ll need to complete some personal & dependent information before moving to your benefit elections.

Tip: Have dependent details handy. To enroll a dependent in coverage you will need their date of birth and Social Security number.

5. Benefit Elections

– To enroll dependents in a benefit, click the checkbox next to the dependent’s name under Who am I enrolling?

– Below your dependents you can view your available plans and the cost per pay. To elect a benefit, click Select Plan underneath the plan cost.

– Click Save & Continue at the bottom of each screen to save your elections.

– If you do not want a benefit, click Don’t want this benefit? at the bottom of the screen and select a reason from the drop-down menu.

6. Forms

– If you have elected benefits that require a beneficiary designation, Primary Care Physician, or completion of an Evidence of Insurability form, you will be prompted to add in those details.

7. Review & Confirm Elections

– Review the benefits you selected on the enrollment summary page to make sure they are correct then click Sign & Agree to complete your enrollment. You can either print a summary of your elections for your records or login at any point during the year to view your summary online.

Tip: If you miss a step you’ll see Enrollment Not Complete in the progress bar with the incomplete steps highlighted. Click on any incomplete steps to complete them.

8. HR Tasks (if applicable)

– To complete any required HR tasks, click Start Tasks. If your HR department has not assigned any tasks, you’re finished!

QUALIFICATIONS:

– Regular Full-time employees working 30 hours or more per week are eligible for benefits. Coverage effective date for new employees is determined by Human Resources.

IMPORTANT FACTS:

– The plan year for Piedmont Community Health Plan, Delta Dental, VSP Vision, Colonial Insurance plans and Flexible Spending Accounts lasts from July 1, 2022 through June 30, 2023.

– Deductions for Piedmont Community Health Plan, Delta Dental, VSP Vision, Colonial Insurance plans and Flexible Spending Accounts will begin June 2022.

– You may enroll for coverage when you first meet eligibility requirements, during Open Enrollment, or if you experience a mid-year qualifying event. Any changes you make must be made within 30 days of the event. If you miss this 30-day window, you will be required to wait until the next benefits Open Enrollment period to make any changes for the upcoming year. Examples of eligible changes in status include: Marriage, divorce, birth, adoption, legal directive; A change in your employment status (or that of your spouse) that affects healthcare coverage; Your child losing “eligible dependent” status; Death of a dependent; Eligibility for Medicare.

– You are responsible for notifying Amherst County at hr@countyofamherst.com of any qualifying event and for requesting information on changing your elections.

– If you choose not to enroll in any of the health insurance plans offered by Amherst County, you must waive coverage in the online enrollment portal.

– If signing up for any coverage on your spouse and/or children, please have their dates of birth and social security numbers available when speaking with the Benefits Representative.

– Health FSA Rollover Provision: Your employer provides the rollover option for your FSA plan. Please see the Flexible Spending Account section of your benefit booklet for more information on this provision.

– The 2022-2023 Dependent Care Flexible Spending Account Plan includes a grace period from July 1, 2023 through September 15, 2023. Therefore, you have from July 1, 2022 through September 15, 2023 to incur qualified expenses eligible for reimbursement in the Dependent Care Spending Account. If you do not incur qualified expenses eligible for reimbursement by September 15, 2023, and/or file for reimbursement by September 30, 2023 any contributions are forfeited under the use-or-lose it rule.

– If you will be receiving a new debit card, whether you are a new participant or to replace your expired card, please be aware that it may take up to 30 days following your plan effective date for your card to arrive. Your card will be delivered by mail in a plain white envelope. During this time you may use manual claim forms for eligible expenses. Please note that your debit card is good through the expiration date printed on the card.

– Flexible Spending Account expenses must be incurred during the Plan Year in order to be eligible for reimbursement.

– An employee has 90 days after the plan year ends to submit claims for spending account expenses that were incurred during the plan year. Please note that if employment terminates during the plan year, that employee’s plan year ends the day employment ends. The employee has 90 days after the termination date to submit claims.

– With Dependent Care Flexible Spending Accounts, the maximum reimbursement you can request is equal to the current account balance in your Dependent Care account. You cannot be reimbursed more than has actually been deducted from your pay.

– As a married couple, one spouse cannot be enrolled in a Medical Reimbursement FSA at the same time the other opens or contributes to an HSA.

– The Health Screening Rider on the Colonial Medical Bridge plan has a 30-day waiting period for new enrollees. Coverage, therefore, will not begin until July 31, 2022.

Additionally, some policies may include a pre-existing condition clause. Please read your policy carefully for full details.

– Please be aware there are certain coverages that may be subject to federal and state tax when premium is paid by pretax deduction or employee contribution.

– An employee taking a leave of absence, other than under the Family & Medical Leave Act, may not be eligible to re-enter the Flexible Benefits Program until the next plan year. Please contact your Benefit Administrator for more information.

2. The screen prompts you to create a NEW password [__________].

3. Choose a security question and enter answer [__________].

4. Click on ‘I Agree’ and then ‘Enter My Enrollment’.

5. The screen shows ‘Me & My Family’. Verify that the information is correct and enter the additional required information (title, marital status, work phone, e-mail address). Click ‘Save & Continue’ twice.

6. The screen allows you to add family members. It is only necessary to enter family member information if adding or including family members in your coverage. Click ‘Continue’.

7. The screen shows updated personal information. Verify that the information is correct and make changes if necessary. Click ‘Continue’.

8. The screen shows ‘My Benefits’. Review your current benefits and make changes/selections for the upcoming plan year.

You may enroll online in Disability 3000 coverage.

ACCIDENT 1.0
You may enroll online in Accident 1.0; however, persons over age 64 applying for coverage and employees wishing to purchase an individual policy for their spouse should speak with the Benefits Representative.

GUNSHOT WOUND POLICY
You will need to speak with the Benefits Representative in order to enroll in the Gunshot Wound policy.

MEDICAL BRIDGE
You may enroll online in Medical Bridge coverage.

CRITICAL ILLNESS 6000
You may enroll online in Critical Illness 6000 coverage.

TERM LIFE 5000
You may enroll online in Term Life 5000; however, employees wishing to purchase an individual policy for their spouse should speak with the Benefits Representative.

WHOLE LIFE 5000 Plus
You may enroll online in Whole Life 5000 Plus; however, employees wishing to purchase an individual policy for their spouse should speak with the Benefits Representative.

9. Click ‘Finish’.

10. Click ‘I Agree’ to electronically sign the authorization for your benefit elections.

11. Click ‘Print a copy of your Elections’ to print a copy of your elections, or download and save the document. Please do not forget this important step!

12. Click ‘Log out & close your browser window’ and click ‘Log Out’.
